The Learning Village on Parkview will become reality and once built the concept will roll out across Cumbria.

Just have a read of these minutes and you can see for yourself this nanny evangelical cabal of the DCSF, County civil servants and their tame county councillors will deliver the vision and drop another few million into Kier Construction plc's profit pot whilst bagging a huge wad for themselves from the sale of the smaller and widely dispersed children's and adults services sites that will be rendered surplus.

They will do so in the full glare of an apathetic Barrovian public who will moan and groan and then allow it to happen because "You can't stop 'them' so we have to move forwards just like we are told to by our betters".

BUILDING SCHOOLS FOR THE FUTURE (BSF) -
GOVERNANCE STRUCTURE
PART A - RECOMMENDATION OF CABINET MEMBER

1.0 EXECUTIVE SUMMARY

1.1 The purpose of this report is to outline to Cabinet the proposed Governance structure to monitor the delivery of Cumbria's BSF programme. It seeks agreement to the Terms of Reference for the Cross Party Members Working Group which will monitor the progress of the BSF programme through the various stages from preparation of the Readiness to Deliver documentation, to the Final Business Case.

1.2 The Cross Party Members Working Group is an essential group to ensure that the BSF programme is delivered in a timely manner and within budget and in accordance with agreed Project Management methodology. The programme contributes to the reorganisation of learning and education transformation, with a focus on raising attainment and aspirations for children and young people in Cumbria within fit-for-purpose learning environments appropriate for and accessible to the diverse communities in the  county. Note well the extensive use of the 'cross party' handle as it is clear that only the Labour councillors voted for the closure of the three Barrow schools and that will never do. It left Moira open to attack. Much better to go with the Labour/Conservative alliance who will protect her come what may.
You can also see that Moira follows the evangelical mantra and firmly believes that she is a missionary sent to save the children of Cumbria.


2.0 STRATEGIC PLANNING AND EQUALITY IMPLICATIONS

2.1 The establishment of a robust governance structure to monitor the progress of the BSF programme in Cumbria will be essential if the programme is to be delivered in a timely and methodical manner ensuring that strategic objectives are met. This is supportive of the Council Plan themes of 'Improving Council Services' and 'Improving the Life Chances and Well-being of Young People'. The BSF initiative also offers opportunities for localities to benefit from access to wider services at the heart of communities. It will also facilitate changing roles for schools within Cumbria, delivering support and harnessing opportunities for locality working and the provision of 'better' services, whilst maintaining a strong emphasis and focus on standards of attainment. What this means in reality is that CCC wants schools to become centres of social and 'other' services. Why they want this to happen is not difficult to understand as the relocation of such things to large sites means that the County can benefit financially from selling off all manner of diverse sites it owns which it has decided are 'too expensive to maintain'. And who else benefits financially?
Yes you've guessed it the construction companies led in Cumbria by Kier Construction plc.

2.2 Through the range of provision it makes, the Council seeks to support inclusion, promote equality of opportunity and address inequalities wherever they exist and to support community cohesion. The BSF programme will give access to opportunity, raising the attainment and aspirations of entire communities.
More evangelising. The future is so bright.

3.0 RECOMMENDATION
3.1 Cabinet is asked to agree that the Cross Party Members Working Group Terms of Reference are adopted in order to monitor the progress of the BSF programme through the various stages from preparation of the Readiness to Deliver documentation, to the Final Business Case.
Duncan Fairbairn, Cabinet Member for Children's Services Ostensibly this person is tasked with ensuring Moira Swann and her department do as they are told and providing the council tax payer with clear and transparent value for money. Will he succeed?

PART B - ADVICE OF CORPORATE DIRECTOR - CHILDREN 'S SERVICES
1. BACKGROUND
Following a consultation exercise last summer, the DCSF, invited all LAs to submit an Expression of Interest by the end of November 2008 to propose:
an initial priority project with a capital value of up to £80m and involving around five schools (only for those LAs like Cumbria, who have not started on their BSF programmes)
in priority order, 'follow-on' projects with a value of £80-£100m each to include all secondary schools in their areas which are eligible for BSF investment.

1.1. The Expression of Interest was considered by the DCSF and ranked 11th out of 70 of the Local Authorities not already formally engaged in the programme and in March 2009 Cumbria was invited to the Project Initiation Phase of the programme. This requires the Local Authority to prepare a Readiness to Deliver document outlining in detail the educational and estates strategy, the governance structures in place and a commitment to procuring a private sector partner through an Official Journal of the European Union (OJEU) procurement process. Anyone willing to bet against Kier Construction plc getting this as well?

1.2. Officers have begun the necessary work to prepare for the Readiness to Deliver stage of the process with the intention of submitting the requisite achieving approval for formal entry to the programme in April 2010 subject to further Cabinet approvals.

1.3. The judgement of an authority's readiness to deliver will be dependent on:
The local authority's capacity, project governance and management arrangements, experience and readiness to lead and manage a programme of this scale and value;
• The clarity, ambition and connectedness of the local authority's transformational educational, and children's services vision and strategy; Clarity indeed. I doubt clarity means the same to Moira as it does to me and you!
• The integration of BSF with broader corporate, regeneration and multiservice priorities and strategies. Huge educational/social/community/medical sites is what this gobbledygook is really hiding.

1.4 In order to strengthen the governance arrangements for BSF, the Cabinet at its meeting on the 7th April 2009 supported the establishment of a Cross Party Members Working Group. The proposed terms of reference of the Cross Party Members Working Group are outlined in Appendix A and cover the essential tasks at all stages of the programme. The proposed membership of the Group is also outlined.

1.5 The project groups already in place (or proposed to be established) to deliver the BSF programme alongside other school organisational projects such as the Primary Capital and Academies programme are attached in a structure diagram in Appendix B. This is supported by a brief description of the purpose of each of the groups. I can't find appendix B yet. In common with many of CCC pdf's they are split up and named differently. I now know they do this on purpose because they are only required by law to put such documents into the public domain. There seems to be no 'guidance' whatsoever that they have to do this in a logical and easily accessible manner!

2. OPTIONS

2.1. Members can agree the proposals for the Cross Party Members Working Group.
2.2. Member can reject the proposals for the Cross Party Members Working Group. Never happen Moira love. You are all powerful.
2.3. Members can amend the proposals included within the paper.

3. RESOURCE AND VALUE FOR MONEY IMPLICATIONS
3.1. The establishment of the Cross Party Members Working Group (CPMWG) under the attached Terms of Reference will have no financial resource implications although Member and officer time will need to be dedicated to attend the group and for officers to carry out the actions as agreed at the meetings.

3.2. The financial implications of the wider BSF programme are being evaluated currently and the extent of these will have implications for the Council's budget in future years and will be considered at a future Cabinet meeting.

4. LEGAL IMPLICATIONS
4.1. The establishment of the Cross Party Members Working Group and endorsement of the attached Terms of Reference will have no legal implications.

5. CONCLUSION
5.1. This report outlines the proposed Terms of Reference and composition for the Cross Party Members Working Group which will be required to monitor the delivery of the BSF programme. In order to give a complete picture of the delivery structures Appendix B also provides an overview of the other key groups involved in the process.

Thanks to Google and no thanks whatsoever to Cumbria County Council here is 'appendix B' which is conveniently named something completely different, 40007162414.pdf. I kid you not. Told you they 'name' different parts of the same document different things on purpose.
As you will see the whole make up of these 'groups' and families of groups is not designed for transparency and efficiency but to avoid blaming any individual when something goes wrong. No wonder it takes so long for things to get done in Cumbria.

There are committees built on top of committees and the same fools sit on all of them. You and I are not supposed to be able to see any of this of course as we are spoon fed whatever the 'corporate directors' and their tame councillors want us to see but thanks to this mad Academy scheme I am now 'sad enough' to spend my days trawling through the mire exposing the incompetence and evangelism in the hopes that one day the county councillors will develop some spine and force these fools off the field.

Who pays for all of them?
Well you me and every other council tax payer in this county. You see why we never get value for money when you realise that this is just one aspect of what this truly abysmal Council does in the name of the Cumbrian Taxpayers. Other countries would be hounding these people from their jobs but in Cumbria people live their lives in blind ignorance of how bad things really are because doing something about it would mean accepting responsibility for your actions and that would never do.

BSF Governance and Delivery Structure
Cabinet
This is the overarching decision-making and approvals body for the BSF programme and will provide overall Leadership. Cabinet will take responsibility for ensuring that BSF investment will enhance other areas of public service and support the regeneration of Cumbria embracing the opportunities to develop greater cohesion and sustainable communities. Except they will actually be led by Ms Moira Swann the Corporate Director of Childrens Services. I'm actually all for one competent person being responsible as this provides TRUE accountability and transparency unfortunately I know that Ms Swann isn't 'that person'.

Cross Party Members Working Group

The Cross Party Members Working Group will be composed of Elected Members monitoring the progress of the programme and the delivery of the projects. This group will receive regular risk assessments and suggest mitigation strategies as and when appropriate. This group will ensure that successful delivery mechanisms are in place to ensure that BSF delivers stakeholder expectations and the Council's vision. Elected 'members' monitoring. Which translates into a toothless tiger working group. There to provide a veneer of respectability and public accountability.

Project Team
The Project Team is responsible to the Member Working Group and is charged with delivering the Building Schools for the Future Programme in accordance with the strategic priorities and directives agreed by the Cabinet. The makeup of the group will include the BSF Programme Director and appropriate Senior Officers from across the directorates including Resources, Legal, Environment etc. The Project Team will meet regularly to ensure rapid progress towards the milestones and deadlines required to deliver the programme adhering to an agreed project plan. A strategic approach to risk management will be implemented through the regular identification and review of key risks at this level with mitigation strategies reporting to the Member Working Group and CMT Programme Board who will also monitor the programme and help to unblock any issues. Recognised project and programme management methodologies will be embraced by this group to ensure effective delivery and accountability. The engine room as it were led by 'council officers' some of whom will be very good at what they do and others who won't be. More rubbish about a 'strategic approach'. An approach that nobody understands no matter who you ask.

County School Organisation Group

The purpose of this multi-disciplinary, mixed service group is to develop the Strategy and Vision for Learning in Cumbria embracing transformational learning objectives. The County School Organisation Group will give leadership and direction to the various Area School Organisation Groups around the County providing the necessary data and information for proposals for the future of learning to be considered and further developed at local level. The County School Organisation Group will consist of Senior Officers from within the service and the wider County Council as well as Diocesan representatives, the University of Cumbria, and partner services such as Health, Connexions etc. Trade and Teacher Union representatives attend this group as well as Headteacher representatives from the primary and secondary phases of learning. The County School Organisation Group meets once each half - term (six times per year).

Area School Organisation Groups
There are currently five Area School Organisation Groups operating successfully around the county with a range of local stakeholders attending each of the groups. The purpose of the Area Groups is to consider options for the future of learning and wider service provision in localities ensuring that opportunities to 'join-up' strategies and service delivery platforms at the hearts of communities that are accessible for local people are at the heart of the planning. (Co-location to benefit the deprived urban areas of Cumbria) Opportunities for lifelong learning and raising aspirations and achievement are at the heart of the planning. Sub groups within areas are also being established where appropriate (beginning with the West of Cumbria) to explore opportunities for community hubs around key service centres or in geographically strategic locations. (Co-location to benefit the deprived urban areas of Cumbria) The frequency of the Area School Organisation Group meetings vary according to where investment is proposed although each meet at least termly and the West Groups are meeting with much more regular frequency. Proposals from the Area Schools Organisation Groups will be reported and considered by Local Committees who will make recommendations to Cabinet via the Cross Party Members Working Group.

School Organisation Programme Management Group

This group consists of senior officers from a range of directorates who monitor, on a fortnightly basis, the delivery of the various projects both at the transition, implementation and execution stages around the County. Any issues or concerns are managed at the meeting through a RAG (Red/Amber/Green) reporting process. (My sons had RAG reports from Parkview and they are so silly its no surprise to see them being used by the County Civil servants as they must be at 'their level' of interpretation!) The membership includes the project managers for each of the projects and is chaired by the Director of Children's Services or the Head of Service for BSF in her absence. Other key members include the Head of Legal Practice, the Head of Property, and a Senior Finance Officer. All Children's Services Capital build projects are monitored at this forum from Early Years and Children's Centres to large scale school and Academies projects. So Moria makes yet another appearance. How does she keep track of which group or committee she is part of?

Project Groups
In order to deliver Building Schools for the Future there will need to be three initial Project Groups established covering the three main sub sections of the documentation required as detailed in the diagram above,

You are right on the money with this one. The new band of councillors is no different to the last one. They are scared stiff of the civil servants. It is they who run Cumbria not councillors.
